The literal definition of a “lawless zone.” The country has been in a state of anarchy for decades. Piracy, the al-Shabaab terrorist group, and a complete lack of any central authority define it. A foreigner here is a prime target for kidnapping for ransom. Even aid organizations only operate with heavy armed guards.
